The Latin American Regional Working Group was initiated by SIPRI and the Friedrich-Ebert-Stiftung (FES) Colombia office in 2022. The working group comprises 20 climate and environmental experts from 10 Latin American countries.
This report presents the collective perspective of the working group on the pressing issues surrounding climate and environmental justice, as well as food security, that affect the region as a whole, but whose impact is most strongly felt at the local level.
Climate change is fundamentally changing human security, ecological security and even international security. There is growing evidence of its impacts on peace and conflict, which is reflected in discussions in the United Nations Security Council. In a series of fact sheets, SIPRI and the Norwegian Institute of International Affairs' (NUPI) Climate-related Peace and Security Risks project has analysed the links between climate, peace and security in countries and regions on the UN Security Council’s agenda.
Information manipulation related to climate and water can create security risks, increase polarization and erode trust in climate science, democratic principles and values. The widespread use of information manipulation campaigns on the causes and impacts of climate change, water scarcity and water resources in transboundary basins negatively affects the environment in which political will is generated to find and implement solutions to these challenges.
Worsening security, regionally and globally, presents one layer of risks to peace. A second, possibly more significant layer, is the unfolding environmental crisis. While substantial progress has been made in understanding how certain aspects of the environmental crisis—such as climate change and resource scarcity, interact with increasing insecurity—there are still major gaps in knowledge.
Climate change is having alarming effects on societies and ecosystems. There is also growing evidence of its impacts on peace and conflict, which is reflected in discussions in the United Nations Security Council. The Norwegian Institute of International Affairs (NUPI) and SIPRI have analysed the links between climate, peace and security in countries and regions on the agenda of the UN Security Council in a series of Climate, Peace and Security Fact Sheets.
